President Trump and members of his administration have argued that the true measure of American foreign policy success is not whether the United States is more liked abroad, but whether it is more respected. Much as effective teachers seek respect rather than popularity, the administration contends that America's global standing depends on strength, credibility, and the willingness to defend its interests—not on favorable public opinion.

To support this argument, President Trump has pointed to a range of indicators: countries seeking negotiations with the United States, allies increasing defense spending, foreign leaders adjusting their policies in response to American pressure, and renewed attention to U.S. economic and military power. Together, the administration argues, these developments demonstrate that the United States is once again perceived to be a decisive global leader capable of shaping international behavior.

But do these developments reflect how foreign publics actually view the United States generally and the Trump administration’s foreign policy specifically?

A distinguished panel of international journalists will address these issues, exploring the following questions:
